Vitalii Pysmennyi

Vitalii Pysmennyi is a Doctor of Economic Sciences, researcher, and university lecturer specializing in public finance, local government finance, budget policy, taxation, financial literacy, and gamification in education. He graduated from Ternopil Academy of National Economy, where he advanced from student to Doctor of Economic Sciences. He is the author and co-author of numerous scientific publications, monographs, textbooks, methodological materials, and analytical reports. Dr. Pysmennyi is actively engaged in educational and outreach activities aimed at improving financial literacy among children, youth, teachers, and local communities. He has developed educational programs, training courses, workshops, and game-based learning tools in the field of personal finance and financial education. He has participated in projects supported by local governments, national institutions, and international organizations, including the British Council and the Association of Ukrainian Cities. He regularly contributes expert commentary on personal finance, public finance, financial security, and economic development. Among his distinctions are the Prize for Scientific Works “Ways Out of the Economic Crisis”, the M. I. Tugan-Baranovsky Scientific Award (Monograph Category), the MindSketch Scientific Essay Competition Award, the “Newest Intellect of Ukraine” Competition Award, and scholarships from the Cabinet of Ministers of Ukraine for young scientists, the Ukraine Foundation, and Ternopil National Economic University.
