The Salt Throne

She built her kingdom back from the bottom of the sea. He's the man who drowned it. Sea-witch Nerys has spent six years raising the drowned halls of Caladh inch by inch. So when the slayer who sank them crawls onto her shore, she heals him for one reason only — to sell him back to the navy that made him. Adrien of Marrow has been drowning in his own orders for a decade. He didn't expect to wake up on his enemy's beach, wearing his sister's necklace on her throat. One month. One boat. One island where an old king is supposed to be sleeping. Pirates, leviathans, an admiralty hunt — and a kiss neither of them meant to come back from. Somewhere between the trench and the shore they stop being enemies, and neither of them is sure they can survive that. The Salt Throne is a slow-burn enemies-to-lovers fantasy romance for readers who like their monsters morally grey and their oceans very cold.
