The Captain's Last Border

Captain Isa Belmonte guarded a border for twenty years before the country fell apart. She never thought she'd be guarding one again — or that the people inside the wire would be the ones she'd have to shoot. The ranch survived the EMP. It has wells, beef, a wall, and a standing order: nobody across the wash comes in. Isa walks the fence at night and tells herself it's temporary. Then a hydrologist named Arlo Vance crosses the wire with a sick child and a map that says the ranch will be dry in two years unless they open the gate and let people in who know how to keep the water.
